Osman Tugay Başaran

Short Bio

Osman Tugay Basaran is a 6G/AI Researcher at the Telecommunications Networks Group (TKN), School of Electrical Engineering and Computer Science, TU Berlin, Germany and Visiting Research Scientist at the Fraunhofer Heinrich Hertz Institute HHI, Wireless Communications and Networks Department, Signal and Information Processing Research Group of Dr.-Ing. Martin Kasparick. Within the scope of 6G-Platform and 6G-RIC projects, he is focusing on 5G+/6G O-RAN domain-specific Explainable AI (XAI) and Generative AI (GenAI) algorithms for the implementation and execution of Autonomous, Intelligent Radio Access Networks, RAN Intelligent Controller (RIC).

He completed his undergraduate education at Istanbul Technical University Faculty of Electrical and Electronics Engineering, Electronics and Communication Engineering Department under the supervision of Professor Inci Cilesiz. He accomplished his master studies in the WiSe and NetLAB Research Groups of Boğaziçi University Computer Engineering Department (The highest ranked engineering department in Turkey) under the supervision of Professor Cem Ersoy. On the research side of his thesis, he collaborated with the Universität Augsburg (Professor Elizabeth André, Chair of Human-Centered Artificial Intelligence, Institute for Informatics and Dr. Yekta Said Can).

During the last 8-year period starting from his first years of undergraduate education, he has contributed professionally to large-scale projects (Robotics, Wireless Communications, Signal Processing and Machine Learning Applications) of international companies in the industry. For the last 2.5 years, he was working as Experienced 5G/6G Research Professional and Internal Technical Product Owner at Siemens Advanta Global - Technology & Innovation (TI) Team, Research in Next-Generation Communication (RNC) - 5G Research Group. He contributed to international projects on research topics such as 5G/6G Open Radio Access Networks, Open 5G E2E Network SW Stack & Virtualization Techniques, Ultra Reliable Low Latency (URLLC) Communications, Deep Learning/ Machine Learning Techniques for 5G/6G Network Optimization. In order to carry out research and development activities on Ultra-Reliable Low Latency Communication (URLLC), he was  responsible for the establishment and execution of the Siemens 5G Research Laboratory. Besides, he undertook the execution of research and development activities on RAN Intelligent Controller (RIC) & Non-RT / Near-RT RIC - xApps/rApps as a Technical Lead and Software Architect.

During this time, he represented Siemens in panel, seminar and carrier days of several universities and gave speeches on the Siemens’ 5G/6G Research Vision and Roadmap.
